📋 About the Legal Division
The Legal Division was established in 2006 when Najaf Technical Institute was part of the Technical Education Authority under the Ministry of Higher Education and Scientific Research. The division was initially a Legal Unit due to its nascent work. With the expansion of legal responsibilities and an increase in the academic departments at the institute, the division evolved into the Legal Division, consisting of several units: Legal Consultations, Contracts & Guarantees, Electronic Archiving, Rights & Litigation, Properties & Housing, in addition to the Legal Division Secretariat and Mail Handling. The Legal Division reports directly to the Deputy Dean for Administrative and Financial Affairs.

The Legal Division is a key pillar in any governmental institution, including Najaf Technical Institute. It provides legal consultations and guides operations in accordance with the law. Its vision focuses on leadership in delivering legal services, ensuring law compliance, promoting justice and transparency, developing qualified legal staff in line with legislative changes, using technology for archiving and processing, and enhancing legal transparency within the institution.
🎪 Mission
The mission of the Legal Division is to provide specialized legal support and advice, ensuring compliance with applicable legislation and protecting the rights and interests of the institute and its staff, while striving to achieve justice.
🏆 Objectives
- Legally protect Najaf Technical Institute and represent it before judicial authorities.
- Ensure application of laws and regulations and monitor investigative cases and disputes.
- Provide legal protection to the institute in civil, criminal, and other judicial authorities.
- Promote legal awareness and encourage compliance with laws within the institute.
- Organize seminars and workshops to develop legal expertise among staff.
📈 Division Tasks
- Provide legal advice and represent the institute before courts.
- Draft contracts, guarantees, and agreements.
- Investigate violations and ensure administrative and financial procedures comply with the law.
- Respond to legal consultations and organize commitments for staff and contractors.
- Manage investigative committees and follow up on their recommendations.
- Implement court rulings, debt collection, and oversight of execution departments.
- Protect public funds and conduct tenders, sales, and leases.
- Archive all incoming and outgoing legal documents and decisions.
🏢 Units under the Legal Division
The Legal Division, like other divisions in the administrative structure, has internal and external duties. Internal duties involve legal and administrative links with other departments, while external duties involve relations with official and non-official entities. The Legal Division ensures compliance with legal frameworks in all procedures.
- Provide legal opinions and respond to all inquiries from the division head and other departments.
- Represent the division in courts and governmental bodies.
- Draft, organize, and validate contracts, commitments, and guarantees.
- Provide housing units and properties for staff in coordination with the legal unit.
- Carry out all legal tasks related to the division and its staff.

Rights & Litigation Unit:
Responsible for defending the division’s rights in courts and managing legal obligations such as commitments, guarantees, warnings, notifications, investigative and audit committees.
Properties & Housing Unit:
Manages staff housing and residential properties associated with the division.
Contracts & Guarantees Unit:
Handles contracts and legal dealings with natural and legal persons, including contracts for projects, supplies, labor, vehicle rentals, and tenders.
Legal Consultations Unit:
Provides legal guidance to the division head and department managers, either verbally or in written studies, ensuring preventive legal measures and safeguarding the division.
Electronic Archiving Unit:
Archives incoming, outgoing, and confidential legal documents to preserve copies and ensure easy access when needed.
