The Ministry of Higher Education and Scientific Research has signed a contract with the Ministry of Communications to adopt digital signatures in its official transactions as part of the digital transformation and comprehensive automation project, becoming the first Iraqi ministry to adopt this technology in its official procedures.
During the contract-signing ceremony, attended by the Chairman of the Parliamentary Education Committee, Dr. Adel Al-Rikabi, the Acting Minister of Higher Education and Scientific Research, Dr. Abdul Hussein Al-Mousawi, affirmed that the adoption of digital signatures represents a continuation of the Ministry’s digital transformation journey aimed at developing the higher education environment. He noted that automation and the modernization of educational and academic procedures and mechanisms seek to enhance performance, improve the quality of educational outcomes, simplify procedures, and expedite the completion of transactions.
The Acting Minister of Higher Education explained that the digital transformation and automation project at the Ministry of Higher Education and Scientific Research is progressing in line with the government’s direction toward building an integrated digital administrative environment. He added that cooperation with the Ministry of Communications is being carried out within the legal framework and in accordance with the provisions of the government program, keeping pace with technological developments and the requirements of modern administration.
For his part, the Minister of Communications, Mr. Mustafa Sanad, emphasized that the adoption of digital signatures represents a significant step in the path toward institutional integration among state institutions. He stated that it reflects the transition to an integrated digital environment for official transactions, enhancing the efficiency and accuracy of procedures and keeping pace with the requirements of modern government administration.
The contract was signed on behalf of the Ministry of Higher Education and Scientific Research by its Administrative Undersecretary, Professor Dr. Adnan Ibrahim, while it was signed on behalf of the Ministry of Communications by the Director General of the State Company for Communications and Informatics, Engineer Ali Yassin.
The contract-signing ceremony also included a presentation of the main components of the digital transformation and automation project at the Ministry of Higher Education and Scientific Research, as well as the systems, programs, and digital services accomplished under the project, which have contributed to developing institutional work mechanisms and improving the level of services provided to students, academic staff, and employees.
In the same context, the Undersecretary of the Ministry of Higher Education for Scientific Research Affairs, Professor Dr. Haider Abdul Dhahd, reviewed the Ministry’s plans to complete the requirements of digital transformation and comprehensive automation. He stressed that achieving an integrated digital system requires effective digital connectivity among the Ministry, universities, academic staff, employees, and students, ensuring the integration of data, procedures, and services within a unified digital environment.
The adoption of digital signatures comes as part of the Ministry of Higher Education and Scientific Research’s efforts to establish digital transactions and develop an integrated administrative and educational system that connects the Ministry with its constituent institutions through modern digital mechanisms.
